To mark the opening of our new office in Williamsport, Manko, Gold, Katcher & Fox, LLP invites you to meet Marcus Kohl, Regional Director of the Pennsylvania Department of Environmental Protection's Northcentral office. Attendees will hear his insight into the Department's recently proposed Permit Decision Guarantee Policy.

This Policy significantly reshapes the Department's procedures for processing permit applications across all regulatory programs and establishes new priorities that will affect timelines for environmental permit decisions. The new approach will require the regulated community to bring an additional focus to the quality of permit applications in exchange for a more streamlined review by the Department keyed to guaranteed time commitments for decision-making. In addition, the Policy sets forth new criteria to determine permit review priority. In sum, the new Policy establishes a permitting process that is intended to reward applicants who spend time and resources submitting what the Department considers to be high quality applications for projects with verifiable, positive economic impacts, while significantly extending review times and adding procedures for applications that fail to meet established legal or technical standards.
