Act 2 Today and Tomorrow: Current Challenges and Opportunities for the Act 2 Program in the Coming Years

Act 2 and its implementing regulations and guidance establish an award winning brownfields program that has resulted in the successful remediation of thousands of properties across the Commonwealth.  This panel, comprised of representatives from the Department and the regulated community, will discuss some of the challenges that the Act 2 program faces today, as well as the impact that these challenges may have on current and future brownfield redevelopment projects throughout the Commonwealth.   Examples of current challenges include the increasing complexity of remaining brownfield projects given that “low-hanging fruit” properties have already been remediated and redeveloped; the Act 2 – stormwater management interface; the proposed revisions to the Department’s vapor intrusion policy; the proposed changes to the Management of Fill Policy; and the impacts of regional inconsistencies in the application of the Act 2 program.  The panel will also discuss potential solutions to these challenges, as well as additional opportunities to improve the Act 2 program in the years to come.  The program will take place from 8:15-9:15 a.m.
