Meloy and Duncan of Manko, Gold, Katcher & Fox to Present at 2020 Shale Insight Conference

September 22, 2020

Philadelphia, PA (September 22, 2020) – Manko, Gold, Katcher & Fox’s Michael M. Meloy and Thomas M. Duncan will present on “Spill Reporting and Remediation” at the 2020 Shale Insight Conference September 29 – October 1.  The program will take place virtually on September 30 at 1:45 pm EST.   For more details and to register, visit www.shaleinsight.com.

For unconventional natural gas well sites, Pennsylvania has multiple layers of reporting and response obligations, some of which are specific to the natural gas industry and some of which apply more broadly across the regulated community.  For that reason, the natural gas industry is engaged with PADEP in an effort to develop a holistic set of requirements harmonizing the underlying legal requirements into an implementable set of obligations tailored to the unique circumstances of the industry.  Meloy and Duncan will explore the details of the framework of spill reporting and response requirements, including the underlying rationale of each element of that framework.

Attendees can learn the answers to what triggers reporting obligations, how reporting takes place, when reporting is required and what consequences flow from spills or releases of regulated substances.

In addition, the regulations governing unconventional natural gas well sites contain unique requirements that apply to the investigation and remediation of environmental impacts from spills and releases of regulated substances.  There is much to be resolved in determining whether and how these requirements will mesh with the environmental cleanup program under the Pennsylvania Land Recycling and Environmental Remediation Standards Act.  These important issues will also be discussed during this session.
