“My focus as an allocator is on fairness, transparency, and practicality—grounding each allocation in the real-world legal and technical realities of the site.
— Robb Fox, Practice Group Leader, Superfund Allocation
Manko, Gold, Katcher & Fox (MGKF) is nationally recognized for its deep experience in Superfund and other complex site matters. The firm’s new Superfund Allocation Practice, which will officially launch in January 2026, is led by Robert "Robb" Fox, a CERCLA practitioner who is well known and respected across the country for his work in the field.
As a neutral allocator, Robb brings decades of experience in managing multi-party site disputes, facilitating equitable cost allocations, and helping parties reach efficient, defensible resolutions. He has litigated a wide spectrum of CERCLA issues throughout the United States and has assisted his clients in resolving numerous allocations at complex sites. Robb has also taught Superfund for almost three decades at the University of Pennsylvania Penn Carey Law School and has testified on Superfund issues before the United States Senate.
MGKF has a deep bench of Superfund attorneys, each of whom brings extensive experience with allocation in CERCLA cost recovery and contribution actions, PRP negotiations, and multi-party settlements. The team is available to assist Fox as needed to ensure that each allocation runs efficiently and transparently.
MGKF’s allocation practice is further strengthened by the participation of the firm’s in-house technical consultants, who work closely with Fox to support the technical aspects of the allocation process. Their background in environmental science, site investigation, remedial design and remedial costs helps ensure that each allocation is based on a sound understanding of contaminant sources, fate and transport, and remedy cost distribution.
By combining Fox’s deep Superfund experience with the firm’s legal and technical support, MGKF delivers allocation results that foster confidence, collaboration, and credible resolution. This integration of legal, technical, and practical insight enables MGKF to deliver allocation outcomes that are both rigorous and credible.
