National Leadership in Superfund Cost Allocation
Manko, Gold, Katcher & Fox (MGKF) is nationally recognized for its deep experience in Superfund and other complex site matters. The firm’s new Superfund Allocation Practice, which will officially launch in January 2026, is led exclusively by Robert "Robb" Fox, a CERCLA practitioner who is well known and respected across the country for his work in the field.

As a neutral allocator, Robb brings decades of experience in managing multi-party site disputes, facilitating equitable cost allocations, and helping parties reach efficient, defensible resolutions. Robb has litigated a wide spectrum of CERCLA issues throughout the United States and has assisted his clients in resolving numerous allocations at complex sites. Robb has also taught Superfund for almost three decades at the University of Pennsylvania Penn Carey Law School and has testified on Superfund issues before the United States Senate.

Supported by a Deep Bench of Superfund Practitioners
While Robb Fox serves as the sole allocator, he is supported as needed by MGKF’s deep bench of Superfund attorneys—Kate Campbell, John Gullace, Nicole Moshang, Shoshana (Suzanne Ilene) Schiller and Garrett Trego—each of whom brings extensive experience with allocation in CERCLA cost recovery and contribution actions, PRP negotiations, and multi-party settlements.

This team is available to assist Fox in the legal, procedural, and strategic dimensions of allocation projects to ensure that each process runs efficiently and transparently.
